Current Status:

You are invited to an open house regarding Twin Springs Park on October 24th from 6:30 p.m. to 8:00 p.m. at Kenmore City Hall Council Chambers, 18120 68th Ave NE, Kenmore.  A short presentation will be given at 7:00 p.m.  This open house will present concepts to reflect input received from the community at the September open house and the online survey for what the City can do on an "interim" basis (1-5 years) so this neighborhood park can be open for public enjoyment.  We want to hear your feedback on the concepts.

 

Background:

In 2004 King County began construction of the Brightwater Regional Wastewater Treatment Project, construction was completed in 2015.  The County acquired five primary portal sites including the North Kenmore Portal Site in 2006.  In October 2005 the City executed a Memorandum of Agreement (Contract 05-C459) regarding mitigation for the Brightwater Project.  This agreement also noted that after the construction of the Brightwater Portal project, surplus property not needed for the portal project would be transferred to the City.  At several meetings in 2006 and 2007, the Council discussed the Brightwater property transfer prior to entering into an interlocal agreement (Contract 07-C606) regarding terms of property transfer.  In 2007 a site assessment was completed by the Berger Partnership which was updated in 2008.

Project Description:

The 25- acre Twin Springs Park site was acquired by the City of Kenmore in 2016 from King County to be used for a public park and open space site.  The park is located on the east side of 80th Ave NE between NE 192nd St and NE 195th St.  Twin Springs Park is recognized as an ecologically rich site with wetlands, steep slopes, and existing forest. Based on these site characteristics and associated regulations, an early 2008 report anticipated that the park would serve as a neighborhood park, predominately remaining in an undeveloped natural state but with a narrow band of land that could be developed between the wetlands and forested hillside. This narrow band could contain constructed park elements, such as picnic areas, basketball courts, a play area, etc.  As a neighborhood park, the site’s intended use is daylight hours from dawn to dusk.  While the vision for a neighborhood park with such improvements remains intact, we are excited to make near-term improvements (1-5 years) that will allow us to open the park site to the public. It is intended that in the near future the focus will be on low-impact activities and build support for long-term improvements to the park once additional funding is secured.

 

Feedback from the September 12th, Open House on On-Line Survey

Approximately 20 people attended the Open House.  We received some great feedback, comments, and ideas for what the City could do on an "interim" basis (1-5 years) and ideas for long-term improvements.  Here's a link summarizing the feedback and also a link to the presentation.  Over 80 people also responded to the online survey, here's a link to the results.

 

October 24th Open House

Approximately 25 people attended our 2nd Open House on October 24th.  We reviewed the feedback, comments and ideas given at the 1st Open House for what the City could do on an "interim" basis, as well as for long-term improvements.  To view the presentation, click here.

 

Timeline 2016-2018:
2016:
  • February: Council authorized agreements to be executed to transfer the 25 acres from King County to the City.  A condition of the property transfer is that the property must be used for public park, recreation or open space.
  • May:  The City received recorded agreements and a deed transferring the property from King County to the City. 
  • July: The Council direction was to keep the park property closed to the public pending: 1. Development of an interim plan; 2. Allocation of resources for plan implementation; 3. Recommendations of the Public Works Service Analysis in relation to bringing on a new park facility are available to consider in developing a maintenance plan.
  • November: Budget allocation of $40,000 for development of an interim plan.
2017:
  • April: Council authorized execution of a contract with the Berger partnership to develop an interim plan.
  • May to August:  Data collection and site analysis to understand the sites physical assets and limits as well as regulatory realities.
  • September: Open house and online survey to receive public input and ideas for an interim plan and ideas for longer-term improvements.
  • October: Second open house to present concepts to reflect community feedback on the interim plan.
  • November-December:  Prepare interim plan document including a narrative and graphic package and high-level cost assumptions. This plan would also address parking, access and pedestrian routes along 80th Ave NE. This package would also be a tool to help forward funding of the future park improvements through grants and other opportunities.
2018:
  • January 2018: Present interim plan and cost information to Council.
  • Timing for construction and implementation of the plan and park opening in 2018 will depend on availability of funding, development of planning/construction documents and obtaining any needed permits and approvals.
