In 2015, the Local Road Safety Plan was created to identify improvements to enhance safety for pedestrians and bicyclists. There is limited connectivity with the Burke-Gilman Trail and other pedestrian/bicycle areas within the City. New bike lanes and sidewalks are under construction along 68th Ave NE and Juanita Dr. NE 175th St. experiences regular industry related traffic. This project will address the risk factors associated with the mixing of zones between the regionally significant Burke Gilman Trail and 68th Ave NE.

City Projects - Surface Water
Project Description: The project is to replace the current culvert and size it to 2018 standards and 100 year peak flow conditions.
The NE 190th Street Culvert project at the intersection of 61st Ave NE and NE 190th will be replacing the deteriorating culvert with a larger fish-passable culvert to Tributary Stream 0056. During construction the road will be closed with limited local access.
The current, five-foot,
culvert was built in the 1970’s for tributary stream 0056 which contributes to
the Sammamish River and Lake Washington.
Due to urban development the stream flows have increased, and these
elevated water flows have eroded the existing rockery. This sediment movement has eroded subsurface
in the roadway and created large voids in the adjacent sidewalk. This has led several sidewalk repairs.
Environmental and construction challenges:
- Installation of a temporary fish exclusion system and stream bypass
- Timing of in water work must be done during the ‘fish window’ – the time that in stream bed work can be done was set by Washington Department of Fish and Wildlife (WDFW) July 1st to September 30th
- Traffic control on 61st Ave NE (major arterial)
- Road closure of NE 190th St (allowing access to only 2 homes)
- Removal of 60-inch diameter asphalt-lined pipe
- Construction of new head wall
- Re-grading stream bed
- Installation of new 15-foot wide, 12.2- foot high, and 60-foot long, fish passable culvert
- Repair and stabilization of stream banks
- Mitigation with native vegetation and woody debris planted along the banks and placed in the stream bed
- Roadway and sidewalk repair and restoration work
Private Development Projects
Larus Apartments is a 175-unit senior affordable housing project at 7520 NE Bothell Way (Jay's Cafe property). For more information, visit the project webpage at: https://www.kenmorewa.gov/our-city/projects-in-the-city/current-projects/larus-senior-apartments
25 Degrees is a 276-unit condominium project located at 68th Avenue NE & NE 182nd Street (JG Murphy’s Auction site). The project proposal includes five (5) new low-rise buildings and a new park and plaza area with public access to the Tolt River Trail (the park will be open to the public via a pedestrian easement and privately owned/maintained by the developer). A wetland is located along the north property and parallel to the Tolt Trail. The project includes wetland buffer restoration/enhancement work, contamination clean-up, and a 38,354-square-foot critical area preservation area (no work occurs in the wetland). Approximately 850 linear feet of frontage improvements (i.e., curb, gutter, and sidewalks) are proposed along NE 182nd Street. The project will be phased: Phase I includes the park, three buildings on the south side of the property and frontage improvements; Phase II includes the remaining two buildings in the northern portion of the site and wetland buffer enhancement work.
Glacier Northwest (doing business as CalPortland) proposes to remove approximately 800 cubic yards of material within the previously maintained 16,000-square-foot berth area as a maintenance dredging action. The project is proposed to provide safe access for vessels and barges to the terminal by removing sand, gravel, and minor amounts of sediment from the berthing area through maintenance dredging. CalPortland hosted a virtual community meeting on February 12, 2024 at 12:30 pm. For more information, visit the Glacier NW Dredging webpage.
