Log Boom Park - Waterfront Access and Viewing
What beauty at the north end of Lake Washington. We are so excited to share the many amenities at Log Boom Park such as a sandy beach, picnic shelter, hand-powered watercraft launch, ADA concrete path promenade, seating, beautiful public artwork and the pier.
Onsite parking at Log Boom Park is limited. Park users are reminded to walk, bike, or use public transportation to access the park when possible. Public on-street parking exists along NE 175th east from 61st-68th Avenue NE. Please respect the park neighbors and businesses and do not park in private parking spaces.
Project Description & History
Improvements will include development of an American’s with Disabilities Act (ADA) accessible path network, picnic shelter and small boat rental building. The Project will improve the existing water access point on Lake Washington for hand-powered boat launching and expand it into an upland sandy public beach as well as provide a new shore access point in the western part of the park. Finally, the Project will include protection of one acre of on-site wetlands from public access, removal of invasive plant species, on-site riparian and upland plantings of native vegetation, and improvements to aquatic habitat.
The Total Project Budget is $3.9 Million including:
• $3.2 Million Walkways and Waterways Bond Funds
• $470,575 RCO ALEA Grant Funds
• King County Trail Levy Funds
• Park Impact Fee Funds
• Public Art Funds
August 8, 2022 Ribbon Cutting
The Ribbon Cutting Ceremony was a success with over 60 people in attendance including current and past Council, City Manager, Staff, the Contractor, RCNW, Design and Construction support consultants, Ad-Hoc Public Art Committee, supportive community members and family all sharing in the celebration. Sen. Frockt, the Mayor and public artist, Jennifer Dixon’s speeches were heart-felt expressions of what these improvements mean to Kenmore and their appreciation for those who made it happen.

Log Boom Park is now reopened to the public! We are so excited to share the many new amenities such as a sandy beach, picnic shelter, hand-powered watercraft launch, ADA concrete path promenade, seating and beautiful public artwork. The City is hosting a ribbon cutting ceremony on August 9 to celebrate the completion of the project, but until then, please get out and enjoy this lovely improved Kenmore park!

The Log Boom Park Waterfront Access & Viewing Project is wrapping up with the goal of being open to the public by the end of June! Artwork by Jennifer Dixon is being installed next week and final permits are being approved as we prepare for the community to enjoy a greatly improved park experience.
May 21, 2022
The final exterior paint on the boat rental building nears completion, lighting and electrical being installed. The picnic shelter is up and the roof installed this week. Work continues towards completion as planned by the end of spring.
May 14, 2022
This month, RCNW is working to complete the remaining site work including: the picnic shelter, shoreline protection fencing, boat rental building electrical/lighting and exterior blue paint, minor irrigation changes, final invasive plant removal and beach clean-up.
May 7, 2022
The “Flume” Sculpture is under fabrication, expected to be finished for installation mid-June. The sculpture will collect rainfall from the boat rental building roof and convey water to a rain garden to the be collected in a storm drain.
April 9, 2022
Road Construction Northwest works to finish the project with two additional small concrete pours this week east of the boat rental building and boat access ramp to the water.
RCNW plans to begin painting the boat rental building in the coming weeks. Wetland buffer protection fencing will be installed. The irrigation controller added and system tested. Incremental progress to complete the project hopefully by May. An updated schedule will follow completion of concrete work.
March 11, 2022
While the contractor has gone to lengths to keep the project schedule moving, including pouring concrete at late hours in the day when delivery was available and procuring concrete from Snohomish County, the strike has impacted work on the main ADA pathway to the boat rental building, and the picnic shelter. The contractor has been granted a suspension of the contract and extension of time for days lost due to the strike and other material delays. Work is currently suspended and will resume later this spring when materials are available.
February 12, 2022:
Finally, RCNW was able to receive delivery of concrete mix to pour an area that allows work to continue onsite. Water, Sewer and Irrigation installation is complete. Landscaping will continue. The building siding was installed and is ready for painting. The critical path item that needs to be complete to finish the project is the concrete promenade and beach access stairs.
February 4, 2022:
RCNW began water and sewer connections as well as the point of connection for irrigation. Final topsoil and plants will be installed at the west side of the park. The artist installed the seat rocks along with the decorative rocks along the western water access. Final gravel and sand were added this week. The boat rental building work continues with preparations for the interior walls and exterior siding.
January 22, 2022:
RCNW continued progress on the boat rental building with installation of the roof and flashing for the windows/doorways. Siding is anticipated in the next two weeks. RCNW began work to connect power to the building and install the water and irrigation point of connection. More gravel material will be delivered and installed next week to complete beach access transition into lake Washington. The concrete worker strike continues to delay finishing the pavement work. Material supply availability impacts the completion of the picnic shelter, tables and doors to the rental building.
January 7, 2022:
RCNW continued progress on the boat rental building roof, setting form work for concrete paving in anticipation of the resolution of the Concrete worker’s strike later this month. They also are completing In-Water work along the shoreline which includes large woody debris and habitat boulders. More gavel is needed for the beach access to meet the required grades for the permit requirements.
Status as of December 18, 2021:
RCNW continued progress on the boat rental building framing this week with the metal roof installation beginning next week. Installation of the beach gravel transition into lake Washington continues.
Status as of December 5, 2021:
Monday was an extremely productive day for RCNW with the picnic shelter concrete and Artist stamping completed. Due to supply and demand issues, cement delivery has been running late into the day. Delivered at 1:30pm, the concrete placement was complete by 6:00pm in the dark. RCNW placed the turbidity booms in Lake Washington in preparation for the beach and gravel placement. The building continues to take shape. Subcontractor, Vanderlip is installing all the walls and clad them with wood. Their work stops at the rafters.
Status as of November 27, 2021: A short week of work didn’t stop RCNW from being productive. They poured the concrete for the middle stairs between the promenade and sandy beach which included the artists stamp work. Weather conditions didn’t stop their work. Both Artist and Workers made it through the wind and rain under manmade plastic tent. RCNW also made progress on the boat rental building steel frame as well.
Status Update As of November 20, 2021:This week RCNW poured the concrete floor of the boat rental building and formed the beach access stairs for concrete pour on Monday.
Status Update As of November 15, 2021:This week RCNW continued the concrete pours with the ADA ramp, seatwalls and stairs around he picnic pavilion to the beach.
Status Update As of November 6, 2021: This week RCNW made progress on the boat rental building. On Wednesday, the CMU block portion of the walls were installed. The bottom two rows will be below grade, the top four rows are split face and above grade. Seatwall construction continues around the beach and picnic pavilion.
Status Update as of October 22, 2021
Work continues as RCNW begins to install concrete form work including seatwalls, bench and picnic shelter pads. The building foots are getting set and soon work on the building will begin.
Status Update as of October 1, 2021
Work continues as RCNW completes the underground irrigation and drainage improvements in the westside of the project, as well as preparing the subgrade of the pathways. Last week, RCNW finished the westside transitional asphalt path from the park to the Burke Gilman. This week they work on pouring concrete seatwalls that separate the park from the rest of King County’s property to the north. Work will begin on the boat rental building later in October.
Status Update as of September 10, 2021
This week, RCNW completed laying topsoil and started installing the crushed rock pathway through the westside of the park. They continued installing irrigation pipe and sleeves and placed upland habitat logs along the southern shoreline buffer. The building footprint and property line were staked. A minor change reducing the depth of the building by 1.5’-3’will need to occur to keep the building outside of the required 5’ setback and NUD utility easement.
Status Update as of September 3, 2021
This week, RCNW continued grading, installing irrigation pipe, sleeves and added topsoil to the westside of the park. Survey work continued with surveying the wall locations and other areas around the boat rental building and beach including the property line and NUD easement. Felled tree logs are staged to be used along the shoreline as habitat logs.

This week, Road Construction Northwest (RCNW) completed their clearing & grubbing work to prepare the westside for the pathway and landscaping. They also began installing the underground drainage system. Next week, RCNW will stake out the property line and NUD sewer easement and the outline of the rental building to have it inspected to ensure it is located outside of the setback and easement.
Status Update as of August 14, 2021
This week, Road Construction Northwest (RCNW) completed demolition of the asphalt path and began grading the contours that create the main concrete promenade along the sandy beach. Next week survey work continues. Once the property line and NUD sewer easement are staked, the rental building can be located and inspected to ensure it is located outside of the setback and easement. On Wednesday, the Daily Journal of Commerce (DJC) featured an article about the project which featured the man-made sandy beach, ADA promenade, and environmental enhancements.

May 4th, 2021
Construction is anticipated for the two 2016 voter-approved Walkways and Waterways bond measure projects at Log Boom and Squire’s Landing Parks starting this summer. Consistent with the 2016 Bond
Levy concept plans with some changes, the projects will improve waterfront access to Lake Washington and the Sammamish River as well as restore native vegetation for wildlife habitat.
This project will expand beach & hand-powered watercraft access, restore natural areas, renovate trails, add a new hand-carry boat rental building, picnic shelter, seating & public art.
The project has been advertised in the Seattle Times and the Daily Journal of Commerce. Bids are anticipated to be due June 8, 2021.
Construction will follow this summer through the end of spring of 2022.
The park will be closed during construction including the parking lot, public restroom, playground and beach access. See Park Closure Map.
• The Burke Gilman Trail and the public pier will remain open.
• The east path that leads to the pier will remain open with minor closures during construction.
• The summer (June-August) seasonal float at the pier will be open during construction if feasible.
• Public parking exists along NE 175th just east of 161st Avenue NE.
• Portable restrooms will be located east of the parking lot.

- Bidding begins spring 2021 and construction is expected Summer 2021 through spring 2022.

August 3, 2020
On Monday, June 22, Artist, Jennifer Dixon presented her final designs to City Council for all three park Walkway and Waterways projects at Log Boom Park, Squire’s Landing and Rhododendron Parks. Council approved the three designs and authorized the City Manager to enter into an artworks fabrication contract. The artist is coordinating her fabrication contract schedule with the design team and will begin work to complete final design drawings for contraction in August/September. On Monday, July 27, Staff provided City Council an update on the 90% level designs for the both Walkways and Waterways projects at Log Boom and Squire’s Landing Parks. View the July 27, 2020 City Council Agenda here.
Major design refinements at Log Boom Park since 60% level design include: a western pathway realignment and surface change from asphalt to ADA accessible crushed gravel; a drainage design change which necessitated the need to raise the grade between the beach and promenade to eliminate backwatering of the underground drainage system. This change created a step down to the beach from the promenade. ADA access occurs in three places: 1) westside viewpoint; 2) Central ADA beach access path near picnic shelter; 3) eastside hand-carry boat launch. Permits are anticipated to be received and bidding to begin in early 2021 with construction expected between Summer 2021 through Fall 2022.
Major design refinements at Squire’s Landing since 60% level design include: 1) Saving mature trees in the parking lot by eliminating two parking spaces; 2) Redesigning the drainage conveyance system to dissipate stormwater into the Lagoon vs. directly into the Sammamish River; 3) designing features within the 15’ wide King County wastewater easement to lessen potential city repair/replacement costs if disturbed for future maintenance/operations of their underground utility. Permits are anticipated to be received Spring 2021 with bidding and construction expected between Summer 2021-Fall 2023.

Approximately 35 community members attended the Walkways & Waterways Project Update of the 60% Design for Log Boom and Squire’s Landing waterfront projects. The meeting provided an opportunity for the community to listen to a presentation and view design display boards and sample materials. Staff and the design team were available to help answer questions.

On Monday, February 10, 2020, staff will update City Council on the design progress being made and next steps for this project.
On Wednesday, February 26, 2020, 6:30pm-8:30pm, staff will host an open house to share the design progress with the public.

On Thursday, March 22, the City of Kenmore hosted an Open House on the Walkways and Waterways Squire's Landing and Log Boom Park projects.
